When a series of seemingly random shootings terrorizes a small Virginia town, the BAU is called in to track a sniper whose attacks appear to target both law enforcement and civilians without clear motive. The team quickly discovers that the victims all have connections to a controversial military operation from years past, suggesting the unsub is motivated by revenge rather than random violence. Joe Mantegna's David Rossi takes a personal interest in the case when he recognizes parallels to an unsolved investigation from his early career, pushing him to confront unresolved guilt. Meanwhile, A.J. Cook's Jennifer Jareau struggles to balance her responsibilities as unit chief with the emotional weight of profiling a killer who seems to anticipate the team's every move. As the body count rises, the BAU races to identify the sniper's endgame, uncovering a web of betrayal and survivor's guilt that threatens to unravel the tight-knit community. The episode delves into themes of loyalty and the long shadows cast by wartime decisions.
