Synopsis

The FBI searches for the mastermind behind a plot to exact revenge on the people who were involved in a 30-year-old government-backed behavior modification project where "unfriendlies" and prisoners were brainwashed then sent to the enemies as sleeper assassins. While the project was unsuccessful, the mastermind found a way to make the conditioning work on former subjects and is using them as martyrs to do his dirty work.
