Gabriel and Riley are sent to Bolivia to protect Javier Leon, a presidential candidate whom they believe is the next target in a string of political assassinations in the country. The case takes a personal turn for Gabriel when it is revealed that the suspected assassin is John Norris, who was Gabriel's one-time best friend and served with him in Delta Force for years. While in Bolivia, Gabriel and Riley attempt to get in touch with Agent Cogan, a CIA asset who arranged a meeting for them with Leon, but Cogan is killed in his home just before they arrive. Norris flees the scene shortly after, with Gabriel and Riley giving chase, but ultimately failing to catch him. When Norris verbally threatens him, Gabriel begins to suspect that his former friend could actually be responsible for all of the political assassinations, but he's determined to track Norris down himself to be sure. The team transports Leon to a safe house, but they come under fire just as Norris appears once again. Gabriel races off into the jungle and uses heat seeking technology to locate and subdue Norris, who tells Gabriel that he was not responsible for the assassinations. Norris gets the drop on Gabriel, knocking him out briefly, and races back to the safe house, presumably to kill Leon. Gabriel returns just as Norris exchanges gunfire with Leon's wife and brother-in-law, who were planning on killing the Undersecretary of State when he arrived to meet with Leon. Ultimately, Norris was innocent and Agent Cogan had killed the other political figures after a major miscommunication with his handlers.
