Synopsis

CAN'T FIGHT CITY HALL -- When an armed gunman storms city hall, killing a city councilman and wounding a water inspector, Detectives Briscoe (Jerry Orbach) and Green (Jesse L. Martin) search through the politician's past in hopes of finding the escaped suspect. However, when they discover the target of the shooting was actually tied to the city's water inspector, the detectives sort through a laundry list of unhappy customers in search of the slayer.
