Windsor’s journey into the spotlight began at a remarkably young age. She started her professional stage career at just 13 in 1950 and made her film debut as a schoolgirl in the classic comedy The Belles of St. Trinian's (1954), all while studying shipping management at Bow Technical College. Her early promise was quickly recognised, leading to a BAFTA Award nomination for her leading role in the 1963 film Sparrows Can't Sing and a Tony Award nomination for the 1964 Broadway production of Oh, What a Lovely War!. This period of critical acclaim showcased her versatility, and in 1972 she starred opposite Vanessa Redgrave in the West End production of The Threepenny Opera, proving her considerable range beyond comedy.

It was in the mid-1960s that Windsor found the role that would define her for a generation. Between 1964 and 1974, she appeared in nine films of the iconic Carry On series, including Carry On Spying (1964), Carry On Doctor (1967), Carry On Camping (1969), Carry On Henry (1971), and Carry On Abroad (1972). Her high-energy performances and distinctive giggle made her a standout star of the franchise, and she further cemented her association with the brand by co-presenting the 1977 compilation That's Carry On!, starring in all four Carry On Christmas TV specials, and appearing in both series of the 1975 sitcom Carry On Laughing. In 1994, Windsor embarked on a new chapter that would introduce her to a whole new generation of fans when she joined the cast of EastEnders as Peggy Mitchell. Her performance earned her the British Soap Award for Best Actress in 1999, and she remained a central figure of the show until her departure in 2016.
