A few months have gone by and our team has been diligently attempting to track down the whereabouts of Mexican drug leader, Paloma Reynosa (last seen attempting to kill Gibb's father in #162). We get a call that a helicopter has gone down in the area and on it is a dead Marine and a Hispanic man. We discover that Paloma was on the helicopter and gunfire ensued after the pilot attempted to make an emergency landing. Evidence reveals that Paloma is in the US creating new drug partnerships in order to expand her trafficking business. Furthermore, Gibbs is certain that before Paloma leaves the country she'll finish what she started and come after him. A very antsy Jackson Gibbs has been staying at Gibb's house with round the clock security detail. Mike Franks shows up alive at Gibb's house after months of him missing since the shoot out in Mexico. Alejandro Rivera, Paloma's brother and head of the Mexican Justice Department, shows up at NCIS hoping to broker a deal in letting him extradite his sister in exchange for critical details on the drug operation that Paloma has established. While in Vance's office we'll see Alejandro place a bug under his chair. Skeleton figures are left on Abby and Ducky's car in an attempt to scare them. When Gibb's arrives home that evening he finds the two security details outside his house shot dead and a skeleton figurine left on his table. Paloma was there but not to kill Jackson Gibbs and Franks but rather to send a clear message to Gibbs. Gibb's pulls off one of riskiest plans in NCIS history where a false note is left in Alejandro's reach that reveals that his sister Palomo died in the crossfire when she attempted to raid the safe house that Gibb's and his father were staying at. Vowing revenge Alejandro rushes to the safe house and unloads his machine gun only to discover that his sister was alive in there. He ends up killing her. Vance gets a cryptic message from Eli David.
