Synopsis

Dale stands up for the smoking community in an act of defiance when smoking is banned in all restaurants and bars in Arlen, by going from bar to bar disguised as the "smoking bandit." Meanwhile, Peggy is trying to seek out the mystery man while doing some investigative reporting for "The Bystander."
