With the World Trade Conference in town, Intelligence has everyone working undercover to keep an eye on planned protests, including Ruzek, who's embedded in an activist ring of environmental extremists. A girl code-named Sierra flirts with him and they exchange numbers, but when she leaves him a message later it's not for romance - she sounds scared and wants his help. When Ruzek and Olinsky arrive, they're too late - Sierra's body drops from the hotel and smashes into a car. Dead.

The hotel room reveals little indication of murder or suicide, but either way Ruzek sneers at the discovery that a South American diplomat named Sosa rented the whole floor, which places it under federal jurisdiction and grants Sosa diplomatic immunity. The FBI prevents Intelligence from any further investigation, despite the fact the coroner presents evidence of alcohol and Xanax in the body.

Between intel from Antonio's CI and some research Lindsay provides, Intelligence learns about Sosa's international reputation as a ladies' man. Was Felicia (Sierra's real name) Sosa's call girl? Irate that the FBI refuses to even allow questioning of the subject, Voight arms the squad and implements a rendition exercise, intercepting the diplomat by force and holing him up in a discrete location. But instead of Voight breaking Sosa during interrogation, Mouse discovers a bigger clue on Sosa's phone - a blackmail email with an attached video of Sosa and Felicia engaged in sexual activity. When Sosa sees the video, he confesses to their evening together, but not to the murder. Intelligence believes him, and Voight releases Sosa, who concocts a story that barely placates the Feds regarding his absence.

Mouse traces the blackmail email to a location where Lindsay, Ruzek and Olinsky discover fake IDs for the leader of the activist ring, Mad Max. Ruzek uses his connection with the group to zero in on Mad Max at a protest. Burgess takes him down with a Taser, but he denies any association with the blackmail - and Lindsay and Ruzek fail to snag a confession. So who's the blackmailer? Halstead and Mouse forge a plan to fake the handoff of the requested money and arrest whoever shows to pick it up. That person turns up on a motorcycle and, after Antonio makes the exchange, speeds away before Antonio can subdue him. A chase ensues down a few street staircases and a long bridge, but ends with Ruzek tossing the criminal to the ground. He tears off the man's helmet and reveals a different member of the extremist group - a kid called The Pope. He holds back on a confession - until Ruzek applies some extended, intense pressure that causes The Pope to fold and admit that Felicia died "for the cause."

Meanwhile, Halstead learns from Platt that his brother (and highly skilled surgeon) Will is in town from New York and caused a scuffle in an Irish bar. After Halstead manages to rescue him from jail time, Will admits that he decided to visit Chicago a week early... with no set departure date. Halstead allows his brother to crash at his place while he works the case, but when he returns home he finds Will bruised and bloody - and ready to spill about the true reason for his early flight to Chicago.
