While the fan theory is seemingly confirmed in the latest episode of the CW series, it comes with a twist.

AceShowbiz - The Monday, December 10 episode of "Arrow" seemingly brought a long-running fan-theory to life. After years of suspecting and hoping that John Diggle (David Ramsey), Oliver Queen's (Stephen Amell) trusted friend and former bodyguard, is the superhero Green Lantern, fans finally have what appears an answer to that.
[SPOILER ALERT!] The episode, which served as the second part of Arrrowverse's annual crossover event "Elseworlds", saw John becoming Green Lantern. However, it came with a twist. He is the superhero in an entirely different reality.
In the episode, Felicity (Emilly Bett Rickards), John, Cisco (Carlos Valdes), Curtis (Echo Kellum) and Caitlin (Danielle Panabaker) were attempting to open the breach after they figured out the trans dimensional nature of the mysterious red skies situation. Although their first attempt failed, Earth-90 Barry (John Wesley Ship) managed to make it to Earth-1 where he made a curious observation.
What was interesting here was the thing that Earth-90 said to John when they met. "John, you aren't wearing your ring." Yes, he's referring to a Green Lantern ring. With that being said, it's high likely that in Earth-90, John is John Stewart a.k.a. Green Lantern.
It has been widely assumed among fans that John Diggle is Green Lantern, and the new episode has just made everything more exciting. The actor himself previously said that he's concerned his doppelganger is absolutely a Green Lantern.
Talking at Heroes and Villains Fan Fest in Nashville earlier this year, David said, "Well mine would have a power ring. Mine would have a green power ring."
Although it's good to have the theory confirmed, it seems like fans won't be seeing John Diggle donning the superhero's costume. It's been hinted that Earth-90 and its heroes suffered a grim fate with The Monitor (LaMonica Garrett) presumably being the reason behind the devastation.
At the end of "Supergirl" midseason finale, a destroyed Earth-90 was glimpsed as bodies of that world's heroes scattered everywhere. Green Lantern was not spotted among them, but considering the power that The Monitor has, it's high likely that Green Lantern also died as long as he was on Earth at the time.
The last part of "Elseworlds" airs on "Supergirl" on Tuesday, December 11 at 8 P.M. on The CW.
