Should FOX move forward with the project, Smits will be a series regular on the show. He previously starred as Bobby Simone on police drama "NYPD Blue" and Matt Santos on "The West Wing". He also joined the main cast of "Sons of Anarchy" as high-level pimp Nero Padilla.

Corey Hawkins has been tapped to take the lead role, replacing Kiefer Sutherland's Jack Bauer.
