Starting episode 15, Melinda Clarke is set to appear as a recurring character who does not exist in the DC Comics.

AceShowbiz - There's going to be a mini "The O.C." reunion on "Gotham". It has just been reported that Melinda Clarke, who played Julie Cooper on the now-ended FOX series, will appear as a recurring character on the series starring Benjamin McKenzie.
Clarke is playing a non-DC character named Grace Van Dahl. She is a described as an attractive and cultured woman desperate for money and power, according to E! Online. Looking like the perfect hostess and wife, Grace wont hesitate to lie, cheat and even kill to get what she wants.
Clarke will appear for the first time in spring next year in the 15th episode of season two. "Gotham" is currently on a winter break and will continue the second season in February. Upcoming guest stars include Paul Reubens, Michael Bowen and Lori Petty.
Clarke recently reunited with her former co-stars Rachel Bilson and Kelly Rowan at "The Unauthorized O.C. Musical" premiere at The Montalban Theatre in Hollywood, California. "The O.C." ran for four seasons before it got canceled in 2007.
