The Cap doesn't like the way things are handled by S.H.I.E.L.D. and feels uncomfortable with the new mission tasked to him by Nick Fury.

AceShowbiz - The official trailer for "Captain America: The Winter Soldier" has been unleashed Tuesday, October 24. The Cap is back saving the world from the evil in present-day New York with the help from his allies Black Widow and Falcon while he's trying to understand how the modern society operates.
It opens with Steve Rogers having a small chat with Black Widow. She teasingly says he should take Kristen from Statistics out, only for him to brush it off saying he's "too busy" for that. Tons of explosive scenes soon follow, including a motorcycle stunt, an elevator scuffle, a sky-high fight, and a clash with bionic-armed Bucky.
The World War II veteran is given a mission to "neutralize a lot of threats before they even happen," which he disagrees, "I thought the punishment usually came after the crime." But Nick Fury tells him, "We have to deal with the world as it is, not how we'd like it to be," to which the hero argues back, "This isn't freedom. It's fear."
The Cap also doesn't seem to see eye to eye with Alexander Pierce about how things should be done, as the S.H.I.E.L.D. senior leader says, "To build a better world sometimes means tearing the old one down ... and that makes enemies."
"Things were black and white back then [in World War II], and now it's hard to know who the bad guys are. We wanted to play on that a little with Cap being uncomfortable with the way S.H.I.E.L.D., and in particular Nick Fury, operates," producer Kevin Feige once said.
Chris Evans, Scarlett Johansson and Samuel L. Jackson are back as the Cap, the Widow and Fury respectively. Anthony Mackie will star as Falcon, Sebastian Stan as James "Bucky" Barnes a.k.a. the Winter Soldier, and Robert Redford as Pierce. In an interview with The Straits Times earlier this year, Redford dished on his character, "I like the idea of playing [SPOILER ALERT!] a villain... I did that because it's a different thing for me to do."
The film will hit theaters in North America on April 4, 2014.
