Carrie has some explaining to do following her risky choice, while Brody could be assumed dead in the beginning of the new chapter.

AceShowbiz - "Homeland" has just wrapped up its second installment, yet viewers are dying to know what will happen to their beloved characters next. Answering some burning questions, showrunner Alex Gansa and executive producer Howard Gordon talk to reporters about their ideas for the upcoming season 3.
Following Carrie's risky choice to help Brody run away, she won't get away with it easily. Gansa says, "I don't think Saul is going to be ignorant [of Carrie helping Brody in the finale] and I think Carrie has some explaining to do."
While Carrie's focus will be needed in another thing besides clearing Brody's name, Gansa points out that they will not follow the same pattern as in the first and second chapters. "One thing we might not do again is have Carrie try to stop or witness another attack on America. We might try a different propulsive thriller trope," he spills.
When Carrie sent Brody off in the season finale, she believed it would be their last goodbye. Asked whether Brody will return or not in the next installment, Gansa coyly answers, "It's a nice idea hanging over the next season: Where is Brody? What's he doing? What is Brody's role going to be next season if he's fugitive No. 1? We'll cross that bridge when we come to it"
Should they bring back Brody for another season, they want a new story between him and Carrie. "If we bring Brody back on stage for Season 3, something else would have to be between the two of them... If you look at these two seasons... we've told a significant part of that story," Gansa claims.
"If there's a chapter 3 [in that relationship] it's going to have to be a reinvention of some kind. There's a point at which we have to fall back on the franchise, which is Carrie Mathison and Saul Berenson trying to keep the world safe."
However, some may not question Brody's whereabouts early in the new season since he's presumed dead in the car explosion. "Posit this: The investigators are going to believe Brody was possibly in that car... if Brody was in his car, there's a very good chance there would be absolutely nothing left of him," Gansa shares.
Commenting on speculation whether or not Saul is the CIA mole, Gansa gushes, "From the very beginning that was always the case, that was the conception of Saul, which made it so strange that people were convinced he was the traitor." He goes on insisting, "He was the guy who occupied the moral center of the show and very much so in the finale."
"Homeland" season 3 finale hit new ratings high for the series with 2.3 million viewers and a total of 2.7 million for the night. Its lead-in "Dexter" also posted a new ratings record with 2.8 million viewers for the first airing and a total of 3.4 million viewers for the night. "Dexter" season 7 finale now becomes Showtime's most-watched original series episode ever.
